Hey -
Not quite. I'm not sure where you are, but I'm in Australia. Here it means 3 -6 month suspension, if at all. Possible to just get a good behaviour bond. Because of the mid range reading, he'll have to complete drivers alcohol and drug ed course, fine of about $600.
I like your entry. I'm not sure I entirely understand it, but I enjoyed it all the same.

I agree with that thought in principle - yes, change it up is a good idea, and yes, proportional representation is a good idea.
However, we have a HUGE stumbling block which is dragging us down, it has not been addressed seriously recently and ... I don't see any solution.  What am I talking about? Basic rights of states vs Federal government. The "typical" example people give on this subject is pot - its "medical use" is legal in California and illegal in all 50 states. An obvious problem.
BUT I would like to give THIS example: American Samoa, Puerto Rico, Guam, Virgin Islands, I'm sure I'm forgetting someone... - all get one rep in the house, but 0 senators. Dakotas, Vermont, Montana, 7 states total also get exactly 1 rep in the house (due to low population) and exactly 2 senators each. Unlike the pot problem thiis issue really has no serious opposition from any angle! Yes, of course, there are a couple of special-interest groups which might oppose this for some specific territory, but overall 99.999% of Americans would like to see this resolved. There is no "moral issue" here unlike with pot. Anyway... We can't solve it, it has been decades. We can't "let them go" because the majority of inhabitants want to be part of US, we can't join them to another state and we can't make this many new states (granting 2 senators for each one).
You can't just "get rid" of the Senate. It is fundamentaly imbeded into our state system, the way we do our budget (and all those "wonderful" sub-coms), rights of states, etc. If you get rid of the Senate you need to get rid of the state system! (Btw, our legal system is based on state system too, but never mind that!) Currently a huge chunk of local administration across the US is done through state government (I'm not going to pull examples here - you should know this). If you start replacing state governments you will have instant chaos. SEVERE. People usually don't go to work if they don't get paid and restructuring all those budgets into any type of another system will be our death. Add to that the state police is STATE, national guard is STATE and we don't have a national police force of any kind! (FBI is too small).
We are "there". What we have now is what this country will die with. When? I don't know. It could be centuries, but it also could be as close as 2009. Sorry if this is too long, but I care for it a great deal.
